The unitary structure principle is the main feature of the Turkish state system. In this system, the state is organized mainly on the principles of central government and local government. According to article 127 of the 1982 Constitution, local governments are expressed in the form of municipalities, special provincial administrations and village administrations, and subsequently the central government has the authority to have administrative tutelage over local administrations. The main framework for the use of guardianship is also regulated in article 127.
