Depending on globalization and neo-liberal policies, the highlight of the local in the last century, the effects of international organizations, advances in technology, new methods in public administration and environmental awareness have made a structural and functional transformation in the field of local government. However, it carries safety concerns nation-states with different identities, blows, due to international mass migration and epidemics, despite the attempted reform efforts to be continued since the Tanzimat period in Turkey, local governments, decentralized structure effect could not be saved. In this context, this study aimed to investigate the effects of structural and functional reforms on localization and centralization debates in the field of local governments, which have been directed towards limited localization until 2010 with the effect of internal and external dynamics, and from 2010 onwards to centralization. With this study, it was revealed that the reform processes in the field of local governments, but whose direction has shifted towards centralization, are limited and the central government continues to exist more strongly. In the study, domestic and foreign literature reviews were made and the findings were made within the framework of the findings and various suggestions were developed.
